In the countries of the North and South America such as Canada and the United States, also as Chile, Bolivia and Peru, the mining legislation is n-sync not only with vanguard technology in its territory but also with the participative action and the self-determination of communities embedded or surrounding the large mineral deposits, underlines the editorial column of the newsletter “Guacamaya Verde” edited by the mining company Petaquilla Gold, led by the businessman Richard Fifer-carles.

For this reason, among other exposed criteria set out in the main opinion, Guacamaya Verde, states that in front of this reality, the government must update the legislation of the mining industry in general, with the purpose of putting it at the same level as the other countries of the region that develop these activities in their respective countries.

The foundation’s executive director, Jorge Isaac Obon, said they have already begun development of tourism, performing works such as the restoration of Natá’s square, in which government has made the biggest investment, while the organization donated the central monument and four shells around it.

He also said it plans to restore the park and the San Francisco de La Montaña church, Penonomé’s park and St. Sebastian’s Inn in Ocu. “What we want is that when tourists leave the hotel they leave money in the communities they visit, whether buying a shirt, a drink or a coffee,” he said.

Within a great range of projects driven by the Castilla del Oro Foundation, under engineer Richard Fifer Carles’ vision, is the renovation of the structures that constitute an icon locally and nationally, a work that once its finished, will give a new image to this quaint community immerse in the Herrera province.

In January of this year, Ocu’s mayor, Juan Baxter, requested the government to assign a sum of money to renovate the deteriorated structures of the San Sebastian Inn of Ocu, as well as to elevate it to the category of historic patrimony.  Such request was presented upon request of the people of that community, while the mayor waits for the Panamanian Tourism Authority to conduct a study of the works needed.

The works the Castilla del Oro Foundation will perform, have a cost of 250 thousand dollars and currently are in the process of lifting the project, for which they have hired a restoration architect, who will be in charge of making the design that will bring back the splendor to this iconic structure.

The minister made this statement in a ceremony where the Petaquilla Gold, S. A company, paid royalties to the Municipality of Donoso, in a ceremony where Henriquez pointed out that the company led by engineer Richard Fifer Carles, has not suffered any incident in which a mining worker has been affected.

Henriquez regreted that since they abolished the Mining Code reforms there is a “legal loophole, the government has been left without the “legal muscle” to be able to face illegal mining in a more energetic way

So it was pointed out by Petaquilla –Gold, S. A.  in a paid ad in La Estrella newspaper, in which it is emphasized that the idea is to supply the construction material demand in the areas close to the gold site, to improve their quality of life through the manufacturing of clay products, bricks and shingles, following the regulations of the Comision Panameña  de Normas Industriales y Tecnicas (Panamanian Commission of Industrial and Technical Regulations).

The project is carried out by the subsidiary company, Panamá Desarrollo de Infraestructura  (PDI for its acronym in Spanish, Panama Infrastructure Development), and its idea is to take advantage of the subproducts generated by the gold extraction, in an activity that will extend for about 15 to 20 years, once the mining reserves have been exhausted.

The biodiversity of the Panamanian people is for many the biggest difficulty to apply initiatives that incite progress in the interior regions of the country. The announcement was made so the sub director of the historical heritage of the National Institute of Culture said that they have requested to the Castilla del Oro Foundation, which are in charge of the development of the plans to keep the professional job they have being doing until now, so the historic value of the monument can be respected, creating a transition element to avoid false historic notes, a situation that is very consistent with the submitted proposal, and they are aware of the intervention that they would do, it’s not a negative intervention but a positive one, that represents the present time in which is being developed.

The engineers of the Castilla del Oro Foundation, led by the businessman Richard Fifer Carles have maintained the stance very consistent with the international recovery guidelines for monuments and the criteria that has been outlined has being well received by them and for this reason they consider that the project will emerge and would be a very nice project that would start soon.

This contrasts, says SIP,  with the area that is outside the grant, reduced to degraded pasture grounds, where no single cow graze any longer, and where all the trees have been cut down, something that has not happened in the granted area, since the mine – led by Richard Fifer – Carles- does take care of the forests.

In the area granted by the State to Petaquilla Mining the company develops reforestation programs and training to the sector residents, as well as collaboration with the health and education improvement  in the area, through bovine improvement programs, nutrition programs like school and family fruit or vegetable gardens;  as well as egg-laying hens program, among other important ones.

The laying hens program has been very welcome by the residents of the different communities near the Petaquilla mining Project, because through these birds they have been able to both supplement their diet and market the surplus that they have obtained as a result.

The Petaquilla Gold Company, led by entrepreneur Richard Fifer-Carles, along with its Social Responsibility Program, has allowed hundreds of people to thrive with these programs that seek to provide nutritional advances to all the families that reside in these rural areas. Residents from communities such as Coclesito, Los Molejones, Nuevo San José, Embarcadero and Donoso, are currently enjoying many benefits thanks to the recent boost received from the different programs that are all designed to produce benefits for all of them.
